The secret police of the Eighth Kingdom that is tasked with covert security. Their name means “Thousand-Eyed Spider”. They are sent on covert operations and meant to protect the kingdom from the shadows. The story of their inception is a curious tale of a warlord that formed a pact with the new government of the 8th kingdom. Under their deal, they would let them operate and be recognized by the government. In return, the government gets to access their privately owned valuable cobalt mines. Shimyra was sent to the Morrowind Guild on their behalf by then-head Terios on a mission only the two of them and Shimyra’s brother Nimbros knew about. A month before Team Gambit ventured into the kingdom as a shortcut to meet Lamsin, Terios was overthrown by a brainwashed Marus. Those who refused to follow his lead, like Nimbros, were imprisoned, tortured and/or killed. Under Marus’ leadership, the Shalvaki became known as the Council and were more open about their operations of subjugating the kingdom with fear.
